
HDB to launch 25,000 flats in 2025
This includes 19,600 BTO flats and 5,500 SBF flats.
Minister for National Development Minister Desmond Lee announced that HDB will launch over 25,000 new flats in 2025.
19,600 will be build-to-order (BTO) flats across three sales exercises and more than 5,500 will be SBF (Sale of Balance) flats in one SBF sale exercise.
There will be a mix of Standard, Plus and Prime BTO flats under the new flat classification framework in various locations such as Kallang/Whampoa, Bukit Merah, Queenstown, Mount Pleasant, Woodlands, Yishun and Sembawang.
Over the last four years, the Housing & Development Board (HDB) HDB has ramped up the supply of BTO flats to meet the increased housing demand in recent years. From 2021 to 2024, HDB launched about 82,700 flats
According to Huttons, 2025 will see the lowest supply of flats in the HDB resale market of around 7,000 meeting the 5-year MOP (Minimum Occupation Period). This is because the construction industry experienced stoppages in work during the COVID-19 pandemic in 2020.
Huttons said that added BTO and SBF flats will offer more choices for buyers and stabilise the resale market.
The SWT flats will also increase the options for buyers and may attract some demand away from the resale market.
This larger flat supply and SWT flats will also address the shortfall in MOP flats. HDB resale flat transactions are estimated to be between 26,000 to 28,000 whilst resale flat prices are likely to grow at a slower pace of 5% to 8% in 2025. This is lower than in 2024.
